Settings - Default PubScreen

This command toggles whether Opus' screen is set as the system Default
Public Screen.  When used in this manner, the Opus screen will be used by
other programs as the default screen on which to open their windows instead
of using the Workbench screen.  (Depending on the program!)

This command is only valid when Opus is running on its own screen.
